Cupe 3902 Unit 3 Collective Agreement

Please note that Students and PhD students and post-doctoral fellows at the University of Toronto are covered by the cupE 3902 unit 1 collective agreement and are not covered by the Level 3 collective agreement and should not apply for positions reserved under the Level 3 collective agreement. Although CUPE 3903 is a single union on site, we have three separate collective agreements. Each contains what is called an application clause – it defines the employees who are covered by each agreement. Two basic principles determine how our collective agreements divide us into units: the type of work for which we are bound by contract and our student status (if any) at the time of contract conclusion. A worker is always in one unit at a time, but since it is customary for the type of work and student status to change from year to year, it is possible that someone will change units over time. The effective application clauses of each collective agreement are included below, but in general, in 1973, the university administration recommended a 6% pay increase for all university staff, with the exception of ATTs. The Graduate Students` Union (GSU) tried to get the university administration to negotiate with them, but the administration refused. And so, on June 6, 1973, a group of 7 TAs met to do what CUPE became 3902. With a group of volunteers and with financial support from the GSU (who paid the salary of an organizer), they organized to create a union, the first for university students in Canada. The desire to unite was successful for the first time at Victoria College. The Victoria TAs have obtained a certificate from the Association of Graduate Assistants (GAA). Since Arts Departments was transferred from college to university in 1974, the Victoria unit has been understaffed.
